Notes: The "Single Lender Rule" for consolidation no longer applies. In-School consolidation is no longer in effect. New York State Higher Education Services Corporation (HESC) will charge a 1% Default fee on all federal loans whose Period of Loan (POL) begins on or after May 1, 2008.
